Ah, you missed all the fun . Years ago, New Yawk started pulling all the rotting piers out (& probably still do). They'd put them on a barge and tow them well offshore and light them up. Of course when ALMOST burned off, they'd push them over & go home.
 
Thankfully the amount of large dunnage is almost gone off the coat of NJ and approaches to NYC compared to when I was a kid.
