Well - As it turns out - this problem resolved itself in time - about 3 weeks. Thank goodness for 2 heads on board. I'm guessing but assume it was something stuck in a duck bill.

Also the holding tank is very low

Update You can hear the vacuum pump trying. The light never goes from red to green and when I push the pedal after running it for several minutes there is no whooshing when the ball opens at the toilet. Water remains in the bowl while pumping

This problem was solved - and it turns out it was the check valve in the system (that didn't need to be there) downstream of the pump but before the thru-hull overboard valve. Sorry for the late reply.

Something to Try I guess though it does vent when I pump out at the dock and that often is a reasonably tight fit. The pump is located at about the same level as the bottom of the tank so priming should not be a problem.
