Help Identifying a Part

My 1998 Camano Troll has a fender cleat that I am not able to find. I have a couple that I would like to replace but have not been able to identify a brand or anything else that will help me. No one at West Marine had seen one before, at least at the store in Anacortes I visited. The idea is that you just weave the fender line back and forth.

I'm not sure if I'd use them for fenders as I'd worry they could get ripped off easily, but if they work for you they work for you.
