When I start my starboard engine, the prop is already turning. Has anyone had this issue? Any guidance with this issue would be appreciated.

Sounds like a transmission issue. Disconnect the shift cable from the transmission and make sure the lever on it is all the way in the neutral position. If it is and the transmission otherwise operates normally, something internal may be causing the clutches to drag in neutral.

How does the transmission fluid look? And how fast is the shaft turning in neutral? Slowly, or like it's in gear?
 
Hi, thank you for the reply. The prop is turn slowly. But, enough to move the boat.
 
I am guessing you have velvet drive transmissions. If I am correct you have warped clutch plates due to excessive heat or your gear lube has been replaced with seawater due to a cooler failure. Sadly the answer is the transmission will need an overhaul. Fortunately, it’s extremely expensive.

You should probably replace the oil cooler for safety.
