I know on the NY locks, if you are the only boat or just a few. You can ask. They just open the valves opposite you to keep you against the wall whenever possible.
It never hurts to politely ask.
On our GB 36cl we used a wood dowel wrapped with sandpaper. It does go pretty quick. Wrap the paper about 1/2 way around, pinch with your fingers and sand. When worn or clogged, real quick to move to a fresh spot on the paper. Set up staging so your not going up and down a ladder all day. Will...

I agree with spinner....get some basic courses under your belt. Get on the water. Maybe buy a 25-30 used boat. Learn the systems. Get some sea time then charter some. Move up to a bigger boat. Keep looking and learning. Best teacher is a the helm.
