    Yes, it rotates freely. The shaft actually dropped about 3/8 -1/2 of an inch. But, then it stopped. The Compression nut on the Stuffing box moves freely as well. If I could find a replacement stuffing box for the rudder, I would pull the boat and replace it. So, either I get the rudder out...
