    Thanks, everyone. The system is nice as it lets you know if a pump went off while you are away. The relays are soldered in, so it is not easy to pull them out and replace them. I like the idea of cleaning the contacts first and then if that does not work, moving the wires over to a new relay.

    I was thinking it could be a SSB base as well. I have found the cable all over the boat, mostly running under the salon. Every time I turn around to do some work in the bilge, I find more. Below is a better close-up picture that makes me think it is probably speaker wire.

    Thanks everyone! I found with my first round of treatment, I can take the water and oil from the bilge to a HAZMAT location in Seattle for free. I think I will add some soap and a little more elbow grease and pump it out again, then maybe paint.
